If i had to suggest. Make it 100 XP, +50k rhines, with 1 month cool down. That seems achievable and fair to me.

The plugin can use money, XP or items, but only one thing at a time. Can't take multiple payments.

I'd say 100 levels with a 30-day cooldown period would be suitable.

Maybe in the beginning, yes. But there used to be kind of EB parties where there were about 6 people there anyways.

I personally am completely against having an elytra shop. It deviates away from vanilla and having an elytra is a great luxery, which should be rewarded with venturing out to the outer islands or paying that adventurer a good lump of money.
Regardless, if we'd have to get a shop again, I would strongly encourage NOT to use XP. The Ender Blender should be used for mending and if we add a strain in which players will be farming there for hours in order to build up levels, I feel we will overwhelm the Ender Blender.
As such, since we all know that end cities get raided over and over again. There are three options I recommend:
(1) we manipulate the generator so that more end cities are spawned in the end. Increasing the supply will lower the overall price. And this gives players a better chance to find one themselves.
(2) we create one end city in the far outskirts that is regenerated once a day so that an elytra may be taken every day, which is very similar to Mansion. This way, players also have a chance to get an elytra.
(3) we extend the world border to a huge degree or remove it all together. Although this is an unlikely option as the whole point of having a world border is so we don't explode the file size of this dimension. Nevertheless, since there are mostly air blocks, it might not be as bad as one might think.

All ways of providing enough elytra to satisfy everyone will have to be somewhat un-vanilla, that can't be avoided. I guess we'll try several ways to see how they work.
About the options;
(1) we can't do (Not yet, maybe in 1.13?) Custom settings only work for the overworld. (2) is possible, but it would be more work than just a reset. A resettable end city would be possible, but would be a super easy way of getting an elytra. (3)We don't have to worry about disc space, so there's no problem about that. But there is a limit to how far players can be expected to travel, and some practical reasons for keeping the end a reasonable size. Generation lag is smallest in the end, but it's still an issue.
We could make resets easier by making an extra world, but one of the ends would have to be entered only through a resource world type portal.

There will always be the problem that the same players will rush the end and/or go to the resettable city. I was hunting for one shulker box, and could find about 6 cities that were all raised by the same player (they left a mark on top of the end city).

(1) ah, this makes sense; this option is scratched (2) I am leaning towards this one and expanding on it: we could perhaps build an end city, admin claim it, and use a system similar to Mansion but in this case a player can spend say R$50,000 in order to summon all shulkers and leave one elytra. We would also incorporate something like Orion Parkour in which players are only allowed to enter with the materials we give you (namely without an elytra and with diamond armor). This way, we still make it very challenging and not easily beaten. This will hopefully reduce the insane prices but also not kill the market for the elytra. Additionally, I feel we should place this far out in the outer islands (say 2000-4000m). (3) Creating a "Resouce End" would also work and be very easy to implement. However, someone will still have to spawn the portal in the world every time. Additionally, Cobbett: do not forget that we now have return portals to the main island dispersed across The End; thus, we may be able to just get rid of the world border entirely? Players will judge how far they can go out. Obviously the only resource that's limited in this case, seeing that disc space is not a problem, is computation of the generation of new chunks and of course memory--especially when players are flying like crazy through these areas.
