I would try and stay away from any mods that dont cosmetically change the game. That mod could be used to give a player an unfair advantage. I would say no, but lets wait it out and see what others think.

How would you be able to automatically replace broken tools?

It doesn't add any aesthetic value to the game, but instead alters inventory mechanics, so by that definition it would not be allowed. Without the item replacing, is there really any other value to the mod? That's my two cents on the matter without a discussion with the heads upstairs. Edit: Here's the mod's parent site for anyone else interested in the details:

Thing is that if we allow the mod and say to turn off certain parts of it, it will be hard to know if thats what players are actually doing. Of course we would love to trust everyone, but of course things come up.

1) How often do your tools break? Mine really don't.
2) You can just use the middle-click button on your mouse to pick blocks. When you run out of dirt, middle-click and it's put into your current slot.

I was hoping this would be a yes for the inventory sorting mechanic, and the broken tools thing just means if your wooden pick axe breaks and you have another, it will be placed in your hand

Players use wood/stone/iron tools early in the game. As they progress their tools are either precious enough that they can't be made many times. It is very unlikely that the feature will be of much use in vanilla survival.
Auto inventory sorting is adding a major mod to the vanilla gameplay. Since the server is vanilla, I think this would inappropriate to use.

We'd love to trust you to turn it off, but people don't follow such rule.
The other mod doesn't provide much information on the page...
Nothing to say on the custom mod.

I used to use it, the main thing for which was to be able to put things into my inventory without clicking but instead drag-clicking over all the items, its confusing but basically you could just shift+click and hover over items to move them in, instead of clicking individually for each item. I only used it on my 1.8.9 games tho.

The dragging rather than individual clicking is incredibly nice.
Would inventorytweaks be allowed if the auto replace functionality is removed?
Also source code is freely available so I’ll look into recoding it when I get home if the mod is allowed without replacement.
Thanks!

Look at it this way if I'm fighting mobs or someone, and my sword breaks, and is instantly replaced, I have an advantage a player playing in vanilla would not have.
Mods should be cosmetic only, and not affect game mechanics. At the end of the day, if something does not look right and you get called out on it and it is found that you were using a mod, it would not reflect well on you.
The server strives for a vanilla feel, and the same in turn is asked of the players.
