I found a very large portion of the unlooted Nether Forts, and I even double-checked. Ventured the outskirts of the Nether, twice. Of course there's the chance I missed a fort or two, but for the most part, I raided all the remaining forts. I'm willing to sell my horse armor for a price, just ask if you're ever on when I'm on.

Horse armor can be found in any other generated loot chests in places such as End Cities, Dungeons, Mineshaft minecarts w/ chests, Desert Temples, etc. The only thing is that the armor is less likely to generate in those places. Nether forts are the best place to get horse armor so far.

did you know that diamond armor, steak/bacon and swifness potion works the exact same, even fast (with II)

also, horses hate water (deep) so frost walker comes in handy there too,
