what source makes to hoppers go slower, since i would like to do some redstone testing with the hopper delay for my redstone contraptions

The plugins the server has make hoppees slower so as to prevent lag issues

The real culprit is that the redstone tick is delayed further than what you would find in single player Minecraft. This allows resources to be used elsewhere in the game and not solely on redstone machines. Do note that a hopper on a minecart is far far faster than a hopper alone, if speed is essential. -Los
