Am I able to use optifine on the server? I've only ever played stock vanilla minecraft since I've started playing, so I don't know if this would be a server issue.

It's OK to use Optifine. Some players with slower computers may need it.

Your framerates might have to be sacrificed a couple points, but the new lighting features make the game so much better.
If anyone is wondering, I'm referring to the new Optifine 1.9.4 release.

I think that depends on how much your computer can handle.
