Region Zombie Possible Public Farm Region?

Hello, this is Derp. As in DerpStar85.
For a while I have been thinking of making a public farm region that will have many farms scattered across it in an organised manner. I have been looking for a region that will fit my plans, and one region that popped out was region zombie as it has no claims, no apparent mayor, and no ocean. The project will start with a major excavation of the region, and I was hoping the pole could be moved down when I get down the the level I was planning for, when I'm ready. Another factor that I was hoping could be there was a claim of the entire region, and not having this region be counted in my number of regions.
