the world border expands when the current polls are mostly used (I think)
When i got on the server (early 1.8) and there was no end, the nether got regenerated and the border was at 4700 blocks away from coords 0 0 0. Now, since the server is more popular than in the day. they reset inactive regions for players (speaking of which, did region jungle get regenerated, i remember it being a full on town)
