If we take some sugarcane and plant back in a region, is it counted griefing, or is it as long as we keep planting back, it's OK? If it's OK, do you know any regions which has some sugar cane in?

It's not griefing. As long as you don't take it from a build or anything, it's fine. Just leave the bottom one so it can continue to grow.

We generally don't punish if you put back things to how it was when you found it. Accidentally broke it? Place it back. Trampled something? Quickly till the dirt and plant what was there back.
It is also a bit like Skyrim in that sense that you can look, but don't steal. Though admittedly our red flags go on alert if you start snooping. So avoid builds.
