Why would you do that? That is like driving people away from the region

You can do it on new arrivals, but not people who are already moved in. That is a major thing that cannot be applied retroactively.
There are better ways to make money. Even if it is being raised to do something that would benefit the community.

You could setup a visitor tax too. Wall around the region post, and charge a 1 diamond fee to enter (using redstone/hopper activated doorway).
