Northrend

Hello, im CraftAsEngineer, mayor of northrend and i have a problem, although i put more than 4 signs (one in every direction)saying that you cant mine packed ice (well, they said !!!!!!!!!!!!DO NOT MINE¡¡¡¡¡¡¡¡¡ but i think we can all get what that means when u spawn in the middle of an icespike biome) since it s a region for living, not mining (in my opinion, ice spike biome is the best one); although i did all that, someone came today and mined out some, i have already put even clearer signs, but i need help to prevent this form happening again and to replace the ice, thanks
