I was writing up a plan for what I want to do once I'm back online and one near the top of my list was elytra so I'm just wondering whether the outer end is regenerated with the rest or, if not, how far the world border goes out so that I can do a big search.

The main island is not reset. Only the outer islands. So yes, only the outer end is reset. The world border expands per hour. When we reset is not announced so that players cannot go out and do a big search as soon as the reset happens.
