Unfortunately, from now we'll have to disallow the building of large active mob farms.
Flowing water updates are a particular problem, (even more than large redstone circuits) and they are causing a lot of lag for everyone.

define "large" is it like the high multiple floored 80 long by 30 wide designs? or does the Mob Haus in savannah count too?

The enderman and gold farms are essentially 'passive' and no problem. Mob farms that need pistons or water to move mobs are 'active' and will cause lag, the larger they are the more lag there will be. Spawning mob farms in SMP have a problem because of the impossibility of lighting up alternate spawning spaces, so these need to be very large to get good drop rates and this causes a major lag problem. A passive design of mob farm would be ok. (although it would have to be tested to see how well it worked in a Spigot server).

How long will this rule be in place and if its longer than 2 months the one in mirfield can be dismantled.

Do iron farms apply to it too? Cuz they also use a lot of water

The rule will probably be permanent now. We have a lot of players now, and minecraft usually gets a little slower with each release too.
Iron farms are ok, the water doesn't update once it's placed. It's only when water (or lighting) changes that the game needs to recalculate.

for mob farms just make a dark room around a dungeon spawner and then make a drop and drop them onto magma blocks also my w key is now stuck down so idk how i am going to play because i can tap it but it is not great i have been having issues XD

if the mobs die on the magma blocks (which i think only works for non fireresistant mobs anyways) how are you going to collect the loot without hoppers or water?

If you can't pick up the loot without hoppers alone, you can try using a minecart and hopper combo to collect the stuff. But with hoppers being nerved as they currently are on the server, I wonder how feasible this would be anymore.

just go get frost walker boots a collect the loot by picking the loot up

Magma can be moved back and forth with pistons. Also, they only need to touch the block. Having the magma block next to them with a hole can also work.
