for my computer the comparator redstone clock was SUPER laggy in 1.13 pre 8 and below but now in both a super flat and survival world its no longer laggy.
(but, for the sake of my resource packs and love of shaders and high numbers on my fps meter, i probably will still put on optifine once forge 1.13 and optifine 1.13 comes out)

Just have a 1.13 adventure portal? Or just make resource world 1.13. And treat it like the End, occasionally regenerate the whole thing.

I don't think the worlds can be in different versions, like the client might have issues with it even if it is somehow possible to do it server side. how would 1.12 world process any corral blocks from 1.13 resource world.

Its mainly oceans that have been changed. I am pretty sure somebody could copy over things from 1.13 into our world. Also the world didnt reset during 1.11, when woodland mansions became an asset to minecraft.

As little as I play, I don't think I'd exactly call mansions an 'asset'. They're fun to explore when you find one, but that's about all you get from them.
New biomes and complete changes to oceans, on the other hand, change the game completely from a survival aspect. It'd be interesting to see what course might be taken if ever we got a mining update to new ores or gems.

if they do, they will only release 1 ore max and the changes would be to caves, maybe adding stalcites or caveshrooms or something.

I would assume the whole sever is going to upgrade to 1.13 at some point. It will just mean new blocks, mobs and water mechanics. If the resource world is regenerated, which includes 1.13 terrain, then we could get corals, kelp, or sea grass. Plus the fun of finding treasure.

When I said "asset" I meant like a part of Minecraft.
I agree with floki_raven than resource world is the only one that really needs to be changed. Resource world is where yur supposed to get resources. Yur not supposed to create a mineshaft (unless its for looks) in the overworld. I do think that some kelp and coral shall be sprinkled around our oceans to make the ocean feel more alive.

i agree on the fact that the resource world should immediately be reset upon server update so we can get supplies fast.

I certainly agree that updating both worlds and allowing the resource world to act as a "1.13 dimension" is a good idea aided by the fact that as regions regenerate over time the update will make it's way into the main world and any oceans that are left could be made by hand
