I'm not aware of any current publicized wither skelly farms, but you should be able to find some skeles in blazefarm.

They do not, although you can just walk around the fortress and kill the ones you see.
If they stopped spawning then I suggest you try the following:
1) Unload the area by walking away until it's unloaded / going to the overworld and return about 30 seconds later. The 30 seconds apply for both methods.
2) See how many players are only at the time. If it's 10 or more then less mobs will spawn.

My nether portal opens up near the blaze farm fortress and would be glad to help by building a wither skelly farm, provided that it wouldn't break the blaze farm

The will not be allowing in at the blazefarm. There's another nether fortress really closeby though. |

By any chance could I use the Bounding Box Outline Reloaded mod to identify the edges of the fortress spawn zone. I believe this is fair as the information is already available, just painful to obtain

Personally I do not see how it's fair.
You have the fortress junction to work off of, and try and make a go of it from there.
Even if someone mined netherbricks away I would say that is the game.

There is a farm which is in hillfar. Enter the portal then follow the rails. It is public but was unclaimed so I claimed it to prevent grief. It is a public farm.
