What are my rights and my Civilian's rights? In Pass, I have several builds that are half done. There are multiple instances where someone came on, asked for a place to build, and I allowed their claim. They built something for a few hours, and then never came back. Is it possible to ask for these builds or claims to be removed, or do I have to wait the 60 days? Pass is getting busy, and i have multiple blighted properties I would like to demolish (go gentrification!)

You don't have to wait 60 days.
But you need firm signs spelling out the rules. Simplest being "All builds and claims are to be removed immediately at Mayor's request"

But the best and proper channel is a 7 day notice, put up signs they'd see, take screenshots. And make a quick thread here. Maybe make one for Pass and post these removal requests in it. That way it's clean. You gave notice in game and here, 7 days later, if nothing, you can ask it to be removed.

As stated at spawn, Mayors are the rule-makers for their region. If you decide on a rule for your region, you may ask seniors to remove a claim in the case that someone disobeys a rule, but you should gove them a week to remove it(put a date on a sign by their claim)
