Lil market

So... awhile back, i asked for stall at newtown in game, captain-swaggin helped me with the problem. He gave me the plot on the corner of left newtown (the one los_the_hammer is now using). Two weeks ago, I found los_the_hammer start building on the plot captain_swaggin gave me.. I later on asked los_the_hammer in game what he was doing and explained that it was my plot. Los replayed that it was unclaimed (what!?), by then he has becomed a senior. So I waited for captain_swaggin to log on to ask him what he could do. Captain told me he would give me a new one, but the only one free was the one next to los's "new" corner stall, and guess what, its also claimed by los_the_hammer... that made me curious, this meant los has three stalls alone in Newtown (2 on the left mini market and 1 on the right) ... so captain told me to wait due to the fact that he couldn't do anything to los's claims in Newtown. He also told me the reason about my stall being overclaim was maybe because I got banned buring the time los overclaimed my plot...
Is there anyway I could do to fix the problem? Or is it gonna be new things coming along to fix the problem of mini markets at newtown.
The reason I'm making this thread isn't about blaming Los, but because I just need a stall badly and trying to tell the truth.
