Since large mob farms that uses water to move mobs are not allowed, maybe use slime block sweepers instead ? Just something that popped out while I was studying

What's not allowed is causing lag, so it depends entirely on how laggy a design is.
I would guess that a mob farm large enough to give decent rates in SMP will be a problem, unless it's a passive type.

when 1.11 comes in, what would be the max entity ( mobs) per chunk?, since you can change it

The entity limiter will need to be tested first. One of the plugins can do that already, but it was disabled because it was removing entities it shouldn't.
