Can it be made that you can visit with villagers? you can do it with other mobs, but not villys. Can this be changed?

It would be nice but the PopulationDensity plugin would need to be changed, not something we can do. It may not even be possible, as villagers might need to have their AI routines rewritten for it to work.

Are there supposed to be Villagers? I have a village nearby, but no villagers.

It's probably already looted. Most people hide them or -sadly- kill them.

Zombies will kill them even if players don't. And a lot of villagers were taken for breeders/farms, sometimes moved by rail thousands of blocks.
